Deep state, going dark, this may need to be elevated to theme status fold in plane crash

In 2017, FBI Director Christopher Ray started a new division 3M records, (Missing, Mislaid, Misplaced), jokes in the Bureau ranged from "left behind", a reference to the Christian rapture, to X files. The press sometimes used the expression from one of his speeches, "going dark", but it never really became a popular term, are you going to refer to missing persons as "darkies?" We didn't think so.

Interagency cooperation, CIA, NGA, NSA, was immediate and through, an instantiation of the need to share principle.

It was mostly a data analysis operations, AIs scrubbing the massive trove of data looking for:
- Persons that once had a data stream that suddenly stopped, the so-called "going dark" problem. The concern was that they were operating outside of the surveillance universe. The majority of these turn out to be false positives, people that died and somehow were missed by the death list, deported, and cross check with immigration failed for some reason, and a small, but interesting number of cases where people just left to travel the world, often by sailboat. But that was not all, they also looked for. It was never said in those words, but they did make sure not to preclude being able to handle millions of cases suddenly being added, just in case that rapture thing ever did happen.

- Persons that never had a data stream  and it started with no known birth certificate, the signature of a fake identity.

- Data streams with different identities but that kept showing up in similar times and places. The majority of these turned out to be people "shacking" up together, sharing payments at restaurants and Uber rides.

AIs scrub the data, flag interesting patterns, analysts would review and annotate. The first six months of the operation was fairly primitive, FBI Director Kaal, referred to it as "finding the way to the bathroom". However, they did begin to produce reports.

On balance, the question was there enough value to justify the cost. To fund thing long term, deep state would need more money; deep state always needed more money.

Passports are only made in shades of blue, red, green, and black.

You might assume that this is because of regulations governing which colors passports can be, but there's actually no official rule dictating acceptable passport color. In fact, there are no rules about what passports should look like at all, only suggestions. The International Civil Aviation Organization (ICAO) makes recommendations about typeface, type size, and font in their guide for machine readable travel documents (MRTDs), a category which includes passports.
