Eve.AI took a crack at the message. It looks like it was sent by a troll back from when Twitter existed. I can't make sense of it in today's context.

There was an entity on Twitter that allegedly posted that same message March 14, 2018. Almost certainly a prehistoric chatbot, what they called a troll, Commonwealth007. The other messages use lower case.

The message itself could be a signal, it's content being irrelevant. One if by land, signal flare, when you hear the war cry. There are no strong current day analogs to Hillary Clinton, the failed politician, or Andrew McCabe, victim of HNMNBM harassment. It was sent with policy based routing, multicast, certified delivery. We don't know the traffic rates at the exact instant it was sent, but it cost about 2.863 H Coin to send.
