Penal colonies sprung up overnight, though there was talk of abuse, in fact, most of the operations were pretty well run. Some people responded by trying to leave the country, reverse immigration to Mexico, Asia, and Africa started picking up from people that had family ties there. Certain "brain drained" countries such as Syria, Iraq, Venezuela even offered come home programs.
However, not all the debtugees were welcome. The so called "Great Wall of Canada" was completed in record time. Our neighbor to the North already had enough debt problems of their own.
